Liberia's gold commemorative program of the early 2000s was commercially driven — these pieces were produced for the collector market by foreign minting contractors, not for domestic circulation in a country then emerging from civil war. Johnson is an odd honoree for a Liberian issue; his administration's relationship with the country centered on Cold War strategic interests and Liberia's use as a CIA listening post, not any particular bilateral warmth.
