Liberia's early 2000s gold issues, of which this Luxembourg piece is one, were part of a sprawling series of collector-targeted coins produced under licensing arrangements — the country itself had virtually no domestic collector market and the coins were distributed almost entirely through European and American dealers. Luxembourg's numismatic significance here is purely thematic; Liberia issued similar pieces honoring dozens of nations during this period as a revenue instrument.
