The Marshall Islands began issuing commemorative coinage in the late 1980s under a licensing arrangement that produced dozens of silver and clad issues annually — a revenue strategy adopted by several Pacific island nations with limited domestic economies. The humpback whale series timed its release alongside growing international attention to the IWC moratorium on commercial whaling, which had come into force in 1986.
KM#111 is one of several wildlife-themed dollars from this program struck by foreign contract mints rather than any Marshallese facility.
