Hassanal Bolkiah acceded to the throne in October 1967 following the abdication of his father, Omar Ali Saifuddien III, who remained a powerful behind-the-scenes figure until his death in 1986. The 25th anniversary issue appeared as Brunei was consolidating its post-independence identity — full sovereignty from Britain having arrived only in 1984 — and the royal mint program of this period was explicitly designed to project that sovereignty to international collectors rather than domestic circulation.
Mintage for this type was tightly controlled, typical of Brunei commemorative silver issues of the era, which were produced in quantities rarely exceeding a few thousand pieces.
