The Marshall Islands began issuing commemorative coinage in the late 1980s under authority granted by its 1986 Compact of Free Association with the United States, which established the nation's sovereignty while tying its currency to the U.S. dollar. The arrangement created an unusual legal space in which RMI coins are technically valid currency but were designed almost entirely for the collector market from the outset — this Elvis issue being a straightforward example of that revenue strategy.
Presley died in August 1977. By 1993 his estate was generating more annual income than during his lifetime.
