Niue has served as a licensing issuer for collector coinage since the 1990s, effectively renting its sovereign authority to third-party minting programs with no meaningful connection to the island's 1,600-odd residents. This kilogram silver piece is a product of that arrangement — almost certainly produced by a European private mint and distributed entirely outside the Pacific.
