P#CS1 is not a circulating banknote — it is a souvenir card issued by the Central Bank of Belize, almost certainly produced for a numismatic event or collector market rather than any monetary purpose. The "Toucan" designation comes from the bird featured in the design, a recognizable symbol in Belizean natural history imagery.

The gold foil bonding is the genuinely unusual element here. Hybrid substrates of this kind were rare in the early 1980s, predating the widespread adoption of polymer and composite materials in currency production by nearly a decade.
