The 1988 Cook Islands commemorative program was one of the more prolific in the Pacific island series, with the Stanley and Livingstone issue capitalizing on the centennial interest surrounding Victorian-era African exploration. David Livingstone died in 1873; Henry Morton Stanley's famous 1871 encounter at Ujiji on Lake Tanganyika — producing the line "Dr. Livingstone, I presume" — predated the coin by over a century, leaving the precise commemorative rationale somewhat thin.
Cook Islands held no historical connection to either figure. The issue was produced squarely for the collector market.
