Niue's Olympic commemorative program in the late 1980s was essentially a licensing arrangement — the island territory had negligible connection to the Seoul Games but exploited its sovereign minting rights to produce collectible silver for the international numismatic market. Dozens of small nations ran identical programs simultaneously, flooding dealers with near-indistinguishable issues.
