Niue began issuing commemorative coins in 1987 under a licensing arrangement that effectively outsourced the program to outside minting agencies, with the island's name providing legal tender status for coins that had no practical circulation on the island itself. The 1989 rowing issue appeared alongside a cluster of Seoul Olympics-themed pieces — Niue produced several sport-specific $50 silver coins for that cycle, most struck at the Pobjoy Mint.
KM#27 is one of the more obscure entries in that run, with mintage figures difficult to independently verify from primary sources.
