Reagan's image on a Cook Islands gold issue is a function of that territory's longstanding practice of licensing commemorative coinage to foreign mints and private distributors — the coins are legal tender in name, but the design program answers to the market, not to Wellington or Avarua. Reagan died in 2004, making this a retrospective issue timed loosely to what would have been his 105th birth year.
