Niue's status as a Cook Islands-adjacent Pacific microstate with a formal Compact of Free Association with New Zealand makes it a legally legitimate issuer of commemorative coinage, though virtually none of it circulates on the island itself. The commemorative market — not the 1,600 residents of Niue — is the entire point.
