Issued to mark the 150th anniversary of representative government in the Cayman Islands, this piece commemorates the establishment of the first elected Assembly in 1831 — a reform pushed through during a period of broader British colonial restructuring following the abolition of slavery debates. The Caymans had no sugar economy and no plantation class driving those politics, which made their legislative evolution quieter and more durable than most Caribbean contemporaries.
KM#71 was struck in a limited proof issue, with distribution handled primarily through the Franklin Mint under contract — a common arrangement for small British territories during the early 1980s.
