Cook Islands issued a wave of wildlife-themed commemoratives in the early 1990s under licensing arrangements that had little to do with conservation policy and everything to do with the bullion souvenir market. The lowland gorilla issue was part of that program — coins designed primarily for collectors in Europe and North America, distributed through coin dealers and Franklin Mint-style subscription services rather than anything approaching normal circulation.
