Cook Islands issued a long series of commemorative silver dollars throughout the late 1980s and early 1990s under licensing arrangements that had little to do with the islands' own history — the Inca subject here is purely a function of the international collector market that sustained Pacific island commemorative programs during this period. New Zealand managed Cook Islands' foreign affairs at the time, yet the coins circulated as legal tender under Cook Islands authority, a jurisdictional oddity that made them attractive to mint distributors seeking a Commonwealth issuer.
