Tokelau occupies a peculiar position in numismatics: a non-self-governing territory administered by New Zealand with no independent monetary system, it nonetheless issues coins under arrangement with the New Zealand government, primarily targeting the bullion and collector markets. The territory's own population of roughly 1,500 people spread across three atolls has never been the intended audience.

The Europa series, produced by various mints for multiple issuing authorities simultaneously, became one of the more commercially aggressive multi-kilo silver programs of the early 2020s. The 1-kilogram format at .9999 fineness places this squarely in the investment-grade bullion tier rather than the numismatic one.
