Cook Islands ran an extensive wildlife conservation series through the late 1980s and early 1990s, contracting production to foreign mints and selling primarily to the collector market — these pieces were never intended for circulation on the islands themselves. The European Otter (*Lutra lutra*) was a logical subject: by 1991 it had been extirpated from much of its historic range across Europe due to pesticide contamination of waterways, particularly organochlorine compounds accumulating through the food chain.
KM#118 is one of several large-format silver issues from this Cook Islands fauna run that shares the same 19.4g specification across different denominations, suggesting batch production planning rather than denomination-specific design.
