Obverse description Right-facing effigy of Queen Elizabeth II wearing the George IV State Diadem, with a pearl drop earring visible, after the portrait by Raphael David Maklouf. The truncation of the neck is sharply defined against the mirror-field. The legend ELIZABETH II arcs along the left periphery and COOK ISLANDS along the right, with the date 1991 positioned below the effigy along the lower rim.

Reverse description A finely detailed Eagle Owl (Bubo bubo) is depicted perched in three-quarter view on a leafy branch, its characteristic ear tufts, intricately engraved plumage, and talons rendered with naturalistic precision against a deeply mirrored proof field.
