The Frauenkirche in Dresden was deliberately left as a ruin by East German authorities after World War II — the bombed-out shell serving as an official memorial to the Allied firebombing of February 1945. Reconstruction didn't begin until after reunification, with the project finally completed in 2005 using a painstaking stone-by-stone method that incorporated original blackened sandstone blocks wherever structurally possible.

Niue's use as an issuing authority here is purely administrative — the coin was produced for the collector market under licensing arrangements that route through the island's sovereign minting rights.
