P#CS1 is a specimen or commemorative souvenir issue — the "CS" prefix in the Pick numbering denotes a collector piece rather than a circulating banknote. Belize's Central Bank was established only in 1982, and this 1984 piece falls squarely in the early promotional output that newly independent central banks sometimes produced to raise their profile internationally and domestically.
The hybrid paper-and-gold-foil substrate is the real story here. It was not used in Belize's regular circulation series, which ran on conventional paper stock throughout this period.
