Cook Islands issued a series of large-format silver $50 pieces in the late 1980s and early 1990s tied loosely to wildlife and conservation themes, a period when numerous small Pacific island nations were producing collector coinage through foreign minting arrangements — revenue generation dressed as numismatic programming. The Bighorn sheep subject has no geographic or cultural connection to Cook Islands whatsoever.
KM#56 was struck for the collector market and almost certainly never circulated on the islands.
