Niue's entry into the commemorative coin market came largely through the Singapore-based company Pobjoy Mint's aggressive licensing arrangements in the late 1980s, which saw the tiny Pacific island territory — population under 2,000 — become an unlikely issuer of dozens of international sports and event commemoratives. The 1986 FIFA World Cup in Mexico had already concluded two years before this piece was struck, a lag common to the wave of retrospective issues Niue authorized during this period.
The two-year delay between event and issue date is the coin's most telling detail.
