This issue belongs to Cook Islands' extended commemorative silver program of the 1990s, during which the territory — a self-governing state in free association with New Zealand — produced a high volume of collector-targeted pieces sold primarily through international dealers rather than domestic circulation. The series drew recurring criticism from numismatic organizations for flooding the market, and many KM-listed types from this period saw secondary market prices fall well below issue price within years of release.
