Niue has operated as a prolific licensing vehicle for commemorative bullion issues since the 1990s, contracting private mints to produce coins that are legal tender on paper but never intended to circulate on an island of roughly 1,500 people. The Phoenix series under Charles III continues that arrangement, with the Royal designation adding nothing to the minting chain — production almost certainly ran through a European or Australian contracted facility rather than any Royal Mint involvement.

At 7.78g of .9999 gold, this is a quarter-ounce equivalent, a format that has largely displaced the third-ounce in the collector bullion market since around 2015.
