The Marshall Islands began issuing commemorative coinage in 1986 under authority granted through its Compact of Free Association with the United States, which conferred the right to produce legal tender without a domestic central bank. Most of the series was struck by the Pobjoy Mint or the U.S. Mint's contractors and aimed squarely at the collector market — these pieces saw no meaningful circulation.

The bottlenose dolphin issue appeared in a crowded year for Marshall Islands silver releases, competing alongside a dozen other commemorative subjects from the same issuer in 1993 alone.
