The Marshall Islands began issuing commemorative coinage in 1986 under U.S. dollar parity, a consequence of its Compact of Free Association with the United States. By 1993, the program had expanded aggressively into wildlife themes targeting the collector market, with the beluga series among dozens of issues produced that year through the U.S. Mint and private contractors. KM#113 is one of several marine mammal pieces from this run, all struck to the same specifications and distributed almost exclusively through direct mail and dealer subscription programs rather than any domestic circulation.
