Liberia's early 2000s gold program was explicitly designed for the international collector market, not domestic circulation — the country was in the midst of a brutal civil war in 2002, with Charles Taylor's government collapsing under rebel pressure and international sanctions. These pieces were produced by foreign private mints and marketed abroad, bearing face values that bore no relationship to economic reality on the ground in Monrovia.
