Libya's 2013 series was issued amid the post-Gaddafi transitional government's effort to establish new currency symbols after four decades of notes dominated by the old regime's iconography. Thomas De La Rue printed this denomination, as they had handled much of Libya's note production going back to the monarchy period — a continuity of contractor that outlasted several governments.

The security package is relatively modest for a high-value note of this period, relying on watermark and thread without the optically variable elements De La Rue was producing for other clients by the early 2010s.
