Tunisia's "Change of 7 November" refers to the bloodless coup of November 7, 1987, in which Prime Minister Zine El Abidine Ben Ali had President Habib Bourguiba declared medically unfit and assumed power — ending 30 years of one-man rule and, by official framing, inaugurating a new democratic era. The 2004 elections commemorated here returned Ben Ali with 94.5% of the vote, a result that drew sharp criticism from international observers.

The French-legend variant was struck alongside an Arabic-legend counterpart, KM#459, differentiating the issue for distinct collector markets.
