Democratic Federative Yugoslavia — Tito's provisional government — issued this note before the war had even ended, a deliberate act of administrative consolidation against both the German occupation currency and the competing monetary claims of the royalist government-in-exile. Two printers are attributed: Goznak in Moscow, which handled the initial run under Soviet logistical support, and ZIN in Belgrade, which produced further printings once the capital was liberated in October 1944.

Andrejević Kun, a Communist Party member and one of Yugoslavia's more politically committed graphic artists, designed the series. The dual-printer attribution means paper quality and ink density vary noticeably between runs.
