Kenya shifted from solid nickel to nickel-plated steel for this denomination in 1994, a cost-cutting measure adopted by numerous African central banks during the early 1990s as base metal prices strained mint budgets. The KM#19a designation separates it from the earlier solid nickel KM#19, though the two are visually indistinguishable without weighing or testing the plating.
