Niue's lunar series coins occupy an odd corner of the commemorative market — the island nation has no meaningful cultural or economic connection to the Chinese zodiac, and its coinage is issued almost entirely for the collector trade. The arrangement is straightforward: New Zealand's Niue Act 1966 and subsequent agreements allow Niue to issue its own legal tender, and the government licenses that authority to private mints and distributors who handle production and worldwide distribution entirely.
