The Cook Islands has operated one of the most prolific commemorative programs in the Pacific since the 1970s, frequently licensing its monetary authority to foreign minting houses producing pieces with no intended circulation. This "Dreams" issue is one of hundreds of thematic collector releases struck under Cook Islands authority — legal tender in name, never seen on Rarotonga in practice.

KM#2815 is cataloged but sparsely documented in secondary literature, which is characteristic of the volume at which these issues are produced.
