Niue has operated as a prolific bullion and collector coin program since the 1990s, licensing its sovereign issuing rights to a rotating cast of private mints — primarily the New Zealand Mint — that produce themed issues for the global commemorative market. The Christmas Star series sits within that commercial framework, issued under Niue's authority but designed and distributed almost entirely for collector consumption rather than any domestic monetary function.
