Cook Islands has issued commemorative coinage under licensing arrangements since the 1970s, and pieces like this one are produced entirely for the collector market — they never circulate on the islands and bear no relationship to the territory's actual monetary needs. The nominal face value is a legal fiction maintained to satisfy the technical definition of "coin."

Silver-plated iron rather than silver proper keeps production costs minimal on high-relief, shaped, or inset pieces where silver plating over a ferrous core delivers the visual result without the metal cost.
