The 2003 Australian volunteer commemorative was issued to mark the International Year of Volunteers, a UN-designated observance that Australia embraced with particular institutional enthusiasm — the country had one of the highest per-capita volunteering rates in the OECD at the time. The Royal Australian Mint produced this as a circulating commemorative, meaning examples entered general commerce rather than being held exclusively in collector sets.
Dodecagonal Australian fifty-cent pieces are notoriously difficult to strike cleanly due to their twelve-sided geometry and relatively heavy specification, and wear on the high points of commemorative designs tends to appear quickly in circulation.
