The Native American Mint operated under licensing arrangements with small federally recognized tribes — in this case the Jamul Indian Village, a Kumeyaay community near San Diego with no historical connection to the Blackfoot peoples of the northern plains. The tribal name on the coin is essentially a brand, not a claim of cultural authority. These pieces circulated as novelty issues rather than genuine monetary instruments, though they carry nominal legal-tender status derived from the issuing tribe's sovereignty.
