Liberia's silver coinage of this period was struck entirely at the Philadelphia Mint under a longstanding arrangement dating to the country's founding ties with the American Colonization Society. The U.S. Mint handled Liberian coin production for decades, which accounts for the consistently high technical quality of these issues relative to the country's modest economic output at the time.

The 1960 issue coincided with Liberia's increasing foreign investment activity under President William Tubman, whose open-door economic policy attracted significant American and European capital into the rubber and iron ore sectors.
