Zalamea de la Serena is a small town in Extremadura — Republican-held territory during 1937 — and like hundreds of similarly isolated municipalities it issued emergency fractional paper when the Republic's small-denomination coinage effectively vanished from circulation due to hoarding and disruption. These hyper-local municipal issues were authorized under a general Republican decree permitting town councils to produce their own provisional change, which is why so many stylistically crude notes from obscure Extremaduran municipalities exist from this period.
The Gari Monetary catalogue remains the principal reference for these Spanish Civil War local issues, and the 1652-E designation suggests a relatively well-documented emission for a town this size.
