Consejo Municipal de Villahermosa issued small-denomination emergency paper during the Spanish Civil War under the broad authorization granted to local bodies by the Republican government in 1936–37. With the banking system disrupted and metal coinage hoarded or melted, municipalities across Spain — particularly in Loyalist-held territory — printed their own fractional notes to keep local commerce moving. Villahermosa, a small municipality in Castellón province, was among hundreds that did so.
The Gari Montenegro catalogue reference places this among the vast body of Spanish Civil War local issues, most of which had extremely short active lives before being superseded or simply abandoned.
