Villafranca del Cid — now Vilafranca, in the Castellón province of Valencia — was one of hundreds of small Spanish municipalities forced to produce emergency fractional paper during the Civil War after the Republic's small-denomination coinage essentially vanished from circulation by mid-1936. Hoarding, melting, and the simple breakdown of normal supply chains gutted the coinage supply everywhere behind Republican lines. Local councils, cooperatives, and even individual businesses filled the gap with whatever they could print or stamp.
The Gari Mon catalogue remains the primary reference for these Valencian municipal emissions, most of which were produced in tiny quantities and saw intensely local circulation — sometimes only within a single town's market.
