Vilanova de Bellpuig is a small municipality in the Pla d'Urgell comarca of Lleida, and like hundreds of Catalan towns it was forced to issue its own emergency fractional currency during the Spanish Civil War after the Republican government failed to maintain an adequate supply of small change. These local ajuntament issues — generically called "moneda local" or "bitllets locals" — proliferated from mid-1936 onward, filling a vacuum that neither Madrid nor Barcelona moved quickly enough to address.
The Turró catalog documents over 3,000 such municipal issues; #2835 places this note deep into the long tail of minor Catalan emitters, most of which produced very small print runs for purely local use.
