One of hundreds of billetes de necesidad — emergency fractional notes — issued by Spanish municipal councils during the Civil War after Republican authorities requisitioned metallic coin for the war effort. The Consejo Municipal de Vera, a small town in the Almería province, turned to the local print shop, Imprenta Haro, rather than any central authority. That self-sufficiency is the defining characteristic of these issues: design, denomination, and production were entirely local decisions, which is why no two municipal series look remotely alike and why precise cataloguing remains incomplete — the Gari reference number is still unassigned.
