Vélez-Rubio is a small municipality in Almería, and like hundreds of Spanish towns during the Civil War, its local council was forced to produce its own emergency fractional currency after the Republic's central banking system failed to supply adequate small-denomination coinage to the provinces. These municipal issues — collectively catalogued under the broader "billetes locales" category — were typically authorised, printed, and circulated entirely within the issuing town, making survival rates unpredictable.
The Gari Mon reference places this firmly in the documented corpus, but many Almería provincial issues are known from only a handful of examples.
