Vélez-Blanco is a small municipality in the Almería province of Andalusia, and this 50 céntimos note is a product of the fractional currency crisis that swept Republican-controlled Spain after 1936. The disappearance of coins from circulation — hoarded, melted, or simply disrupted by war — forced hundreds of local councils to print their own low-denomination paper. The results were often crude, issued on whatever stock was available, and redeemed (or not) entirely at local discretion.
The Gari Mon reference being unlisted suggests this particular issue remains poorly documented in the major catalogues. Justo Pageo Torrecillas signed as the responsible municipal authority.
