Ulea is a small inland municipality in the Segura river valley, and like hundreds of similarly sized Spanish towns, it issued its own emergency fractional paper during the Civil War after metallic coinage vanished almost entirely from circulation in the Republican zone from 1936 onward. These municipal emissions were never coordinated — each ayuntamiento improvised its own design, authorization, and printing method, which is why survivorship varies so wildly from town to town.
The Gari Mon reference places this within a documented but sparsely catalogued series. Ulea's total wartime population was under a thousand, and notes from municipalities this small rarely saw extended circulation beyond a single commercial district.
