Tortosa's municipal emergency issues of 1937 fall squarely within the chaotic proliferation of local paper money that swept Republican-held Spain during the Civil War. With the peseta system buckling under wartime strain and the central government unable to supply adequate coin or small-denomination notes, hundreds of Spanish municipalities printed their own fractional currency — legally under a 1936 decree that authorized but never effectively regulated the practice. Tortosa, a strategically significant city on the Ebro in southern Catalonia, was among them.

Algueró-Baiges was a local commercial printer, not a security press. The Turró reference number places this within the exhaustively documented Catalan municipal series, Tortosa fell to Nationalist forces in April 1938 following the brutal Battle of the Ebro, which would have ended the redemption window for any surviving notes almost immediately.
