Torroella de Montgrí is a small Catalan municipality on the Costa Brava, and this note is one of thousands of emergency fractional issues produced by Spanish Republican local governments during the Civil War after the hoarding and melting of metal coinage left everyday commerce effectively paralyzed. The Generalitat de Catalunya formally authorized municipal emissions in 1937, giving legal cover to what many towns had already been doing out of necessity.
Three signatures — alcalde, secretary-interventor, and depositary — were required for authorization, a formality that speaks to how seriously these bodies treated their improvised monetary role even under wartime conditions.
