Torrente — now Torrent — is a town southwest of Valencia, and like hundreds of Spanish municipalities during the Civil War, its local council stepped in to fill a catastrophic small-change shortage after hoarding and melting stripped coins from circulation almost entirely. These emergency municipal issues, collectively known as "billetes de necesidad," were authorized under a 1936 Republican government decree that gave local bodies the right to print their own fractional currency.

The Gari Montserrat catalogue remains the primary reference for these Valencian issues. Survival rates vary sharply between towns — some printings were tiny, others were bulk-redeemed and pulped after the war.
