Tomelloso is a town in Ciudad Real province, deep in the La Mancha wine country, and its municipal emergency currency was a direct product of the Republican government's 1936–37 authorization allowing local councils to issue small-denomination paper to address the acute shortage of metallic coinage in the early Civil War period. Copper and silver had vanished from circulation almost immediately after July 1936, hoarded or melted, leaving ordinary commerce effectively paralyzed at the low-value end.
The Gari Mon catalogue documents over a thousand such Spanish local issues from this period, and Tomelloso's entries are among the more obscure — surviving examples turn up infrequently, consistent with the limited print runs typical of municipal issues serving small populations.
